Steria has secured a 39.5 million (£31 million) IT and business process outsourcing (BPO) deal with Welwyn Hatfield borough council.
The deal will see the firm provide the body with IT, council tax, benefits, customer contact centre, switchboard and reception services for a period of 12 years.
It is expected that the partnerships, which will start early in the New Year, will save the borough 634,000 a year.
Paul Sellick, director of the Public Authorities Group at the firm, said: "This contract is also an important landmark for Steria, signalling the advent of our BPO outsourcing at a local government level and creating a future base for local shared service development."
The BPO deal will improve the way the local authority interacts with the local community, he added.
Last month, Citigroup sold its Indian BPO division to Tata Consultancy Services for $505 million (£290 million) as the US financial giant sough to cut costs because of the economic downturn.
